Federal Judge Picks “Best of the Best” to Help Her Overhaul Texas Foster Care

A federal judge on Monday named a former New Jersey child-welfare administrator and a Duke law professor to advise her on how to force Texas to hire enough Child Protective Services caseworkers to check on foster children, keep meaningful records on the youngsters, and crack down on shoddy foster-care vendors.
