The report shows DHS made good-faith efforts to reach or sustain the goals in 24 of those areas and reserved judgment in seven other that fall into the categories of therapeutic foster care, shelter use and placement stability… The tenor of the report is positive toward the agency with a caution about how the ongoing state budget crisis could set back improvements and hinder reforms yet to be made.
