FEDERAL JUDGE FINDS TEXAS HAS “BROKEN” FOSTER CARE SYSTEM (12.17.15)

U.S. District Judge Janis Graham Jack of Corpus Christi said the state violated the Constitution by keeping about 12,000 youngsters for years in an underfunded and poorly run system “where rape, abuse, psychotropic medication and instability are the norm.”

PENDER: IF STATE DOESN’T FIX FOSTER CARE, FEDS WILL (12.12.15)

Gov. Phil Bryant has recently said the court is fed up with Mississippi’s lack of progress and "We are going to get this done. We have no choice." In July, plaintiffs’ lawyers in the case agreed to delay a contempt motion—expected to result in federal receivership of the system—provided the state begins reforms in earnest.
